Trump Removes Final Obstacle to Clarity Act’s Senate Passage — The Block

Agreement on disputed restrictions has brought the largest U.S. crypto bill closer to final review.

U.S. President Donald Trump agreed to the wording of the ethics provisions that remained the last unresolved issue before the Clarity Act could be brought to a Senate vote, The Block reports, citing internal sources.

The amendments are intended to limit the ability of the president, vice president, members of Congress, and other federal officials to earn income from digital assets while serving in office.

The agreement was reached after several months of negotiations. The issue was discussed on July 16 during a meeting between Trump, Senators Bernie Moreno and Cynthia Lummis, and White House cryptocurrency adviser Patrick Witt. At that meeting, the participants were unable to agree on a final version of the language, after which Trump approved a compromise draft.

The text of the amendments could be published in the coming days, after which senators can move forward with consideration of the bill. If the document receives sufficient support, it will return to the House of Representatives for another review and then be sent to the president for signature.

What the Clarity Act Would Change

The Clarity Act is expected to create the first comprehensive federal framework for regulating the digital asset market in the United States. The bill divides authority between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), defining their respective areas of responsibility in overseeing the crypto market.

One of the main points of contention involved cryptocurrency projects connected to Trump himself. Democrats pushed for stricter restrictions, pointing to the president’s memecoins and the activities of the family company World Liberty Financial. After financial disclosures were published showing that Trump had received multimillion-dollar income tied to that business, the debate over ethics requirements intensified.
