Argentine investigators discovered the document on the device of crypto lobbyist Mauricio Novelli. The file describes an alleged $5 M payment structure connected to President Javier Milei’s promotion of the Libra memecoin. The investigative outlet El Destape reported the findings.
Experts from the Directorate of Technological Support for Criminal Investigations (DATIP), operating under Argentina’s prosecutor’s office, identified the file. The document was created on February 11, 2025 — three days before Milei posted about Libra on X.
Payment Scheme
The document outlines a three-stage payment structure.
The first tranche was set at $1.5 M in tokens or cash. A second payment of $1.5 M was to follow after Milei publicly named entrepreneur Hayden Davis as his advisor. The final installment of $2 M was tied to the signing of a consulting contract covering blockchain and artificial intelligence, which the president was expected to sign personally.
The document does not specify the intended recipient of the funds. According to the report, the total amount may have been distributed among members of Milei’s circle and intermediaries who connected them with the project.
Interesting Details of the Investigation
A forensic review of Novelli’s devices also found active communication with Milei at the time the Libra post was published on February 14, 2025. Phone calls between them occurred minutes before and immediately after the message went live.
Later that evening, as the token’s price fell sharply, Novelli communicated with several project participants and advisors to the president.
Previously, experts who testified before Argentina’s Congress stated that the Libra smart contract address was not publicly available at the time of Milei’s post. This contradicts his claim that he located the contract address online.
